There are quite a few programs that will do this for you, audacity being my favorite but that exports WAVs, but this only works for online steams, Some mp3 players definitely have that capability.

I havn’t used a lot of these, so you may want to research legitimacy, but there are definitely a lot of stream captures out there. For other radio recording, you could probably take a standard audio cable, plug one end into the headphone jack of your radio and the other end to the Mic input on your computer and record that way, but you may get some static.
